11th World FZO World Congress
As China’s flagship Free Trade Port and a strategic node in the Belt and Road Initiative, Hainan represents a model of openness, reform, and global engagement. The Congress will spotlight and be inspired by this transformation, demonstrating how free zones can scale opportunity, strengthen economic connectivity, and power a new era of global cooperation.Across three days of strategic dialogue, global networking, and leadership development, we’ll spotlight the emerging role of zones as platforms for inclusive growth and cooperation. From China’s Belt and Road vision to climate-conscious development, the Congress will set the tone for a new era of global free zones.
Over 1,500 guests from more than 70 countries and regions will attend the conference, including ministers, United Nations agencies, the private sector, financial institutions, donor communities, development finance institutions/international financial institutions, civil society, non-governmental organizations, academia, and media.

The conference is jointly hosted by the Hainan Provincial Bureau of International Economic Development and the World Free Zones Organization, co-organized by Hainan Provincial Development Holding Co., Ltd. and the China Association of Special Zones with Export Processing Zones, and supported by the China Institute for Reform and Development (Hainan) with intellectual support.
