ITPO Shanghai has been utilizing COMFAR (Computer Model for Feasibility Analysis and Reporting) to support its partners and projects with accurate and instructive financial analysis, which shapes constructive financial suggestions and visionary economic projections.
COMFAR Software
Context
Based on the fact that high-quality pre-investment advice leads to better projects, thus contributes to increasing local and foreign investments, UNIDO has equipped public and private stakeholders with tools and methodologies for project appraisal and feasibility analysis – including UNIDO’s Computer Model for Feasibility Analysis and Reporting (COMFAR). COMFAR complements investment-profiling efforts and offer feasibility analysis support of large infrastructure or Public-Private Partnership (PPP) projects through the blending finance mechanism to develop bankable projects. COMFAR facilitates short and long-term analysis of financial and economic consequences for industrial and non-industrial projects. COMFAR is accompanied by manuals, teaching materials and interlinked software for project identification and preparation. COMFAR also offers specialized modules, for example on Clean Development Mechanism (CDM) and on Environmental Management Accounting.
Strategy
COMFAR, which is already available in 19 languages, will expand its product offer to include more specialized versions that are compliant with the latest International Accounting Standards (IAS) and the International Financial Reporting standards (IFRS), the development of a trainers’ certification scheme and the establishment of national and regional training hubs.
Impact and results
There are currently over 11,000 COMFAR users in 160 countries. In over 30 years of COMFAR development, two main development impacts were recorded: classic investment benefits, such as increased employment, technology spillovers/innovation and better environmental performance, and improved institutional capabilities to ensure the feasibility and economic benefits of investments in developing countries.
The latest version of the software, COMFAR III Expert permits the user to simulate the short- and long-term financial and economic situation of investment projects. The software facilitates the analysis of industrial as well as non-industrial projects, whether new investments, rehabilitations, expansions, joint venture or privatization projects.
Multilingual software
All COMFAR III programs are delivered in the language selected by the user. It is possible to acquire and install, at any time, one or more additional language sets. This will permit the analyst to operate COMFAR III in one language (e.g. English) and print all tables and charts in a different language (e.g. French).
COMFAR III is currently available in the following 19 languages:
● Arabic, Chinese, Croatian, Czech, English, Farsi, French, German, Indonesian Bahasa, Italian, Japanese, Korean, Mongolian, Polish, Portuguese, Russian, Serbian, Slovak and Spanish. Other language versions will follow, subject to demand.
Hard- and Software Requirements
COMFAR III can be installed and run on a computer system equipped with the following hardware and software:
● Microsoft Windows Vista/7/8/10
● Hard disk space (22.1 MB)
● USB port (for protection key)

Notes:
● COMFAR has not been officially released for Windows 10. Nevertheless, it can be installed and used as long as the relevant new HASP driver is installed.
● COMFAR III is backward compatible to Microsoft Windows 98/ME, 2000/XP.

How to obtain
How to order COMFAR
COMFAR III Expert can be obtained from UNIDO under the conditions specified in the COMFAR License Agreement. The lump-sum license fee for the respective software package depends on the country and status (commercial, non-commercial or university) of the user. To determine the applicable license fee please consult the License fees table.
For proceeding with the purchase of the COMFAR III software, the Order Form/License Agreement needs to be completed and signed with the exact address details of the end user. After receipt of the signed order form, we will be in a position to issue an invoice and inform you about the payment instructions. Immediately after receipt of payment, dispatch will take place via special DHL courier at our cost. DHL delivery takes approximately 3 days. The payment can be done by bank transfer or credit card (EUROCARD/MASTERCARD or VISA CARD)

UNIDO-COMFAR Training workshops
COMFAR training workshops are organized by UNIDO at:
● UNIDO Headquarters, Vienna, Austria
● The premises of the customer (Upon request)
● Remote Online Training (Upon request)
At UNIDO Headquarters
Twice a year, UNIDO offers training workshops on Financial Analysis of Investment Project Scenarios with application of COMFAR III at beginners and advanced levels. These workshops are held in spring (Apr/May) and in autumn (Sep/Oct) in Vienna, Austria. Each workshop has a duration of one week (Monday to Friday) and is conducted in English.
At the premises of the customer (Upon request)
Training workshops on COMFAR III can be arranged, on request, at the premises of the customer. This allows larger institutions to train more staff in the use of COMFAR III software.
The contents of each workshop can be adjusted to the meet the needs of the participants.
The objectives of the COMFAR III Expert workshops are:
● To understand various (basic and advanced) features offered by COMFAR III Expert for Windows
● To analyses selected cases and practice design of individual data input structures
● To learn how to use special features (such as consideration of inflation, cost centers, cost allocation, etc.)
● To learn how to use various analysis tools (sensitivity, breakeven, modified IRR, short NPV, etc.)
● To discuss with colleagues and UNIDO COMFAR III experts the practical application of the software
● To exchange experiences and improve the knowledge of financial and economic project analysis and appraisal
Remote Online Training (Upon request)
Taking into consideration the growing demand for conducting capacity-building activities on project preparation and appraisal, UNIDO is offering Remote Online Trainings at beginners level for groups of minimum of 5 participants and maximum of 10 participants. The duration of the remote online training is 5 days and it is conducted by one trainer.
If you would like to train a group of staff from your company/organization, we could conduct an online course exclusively for you. In this case, the costs would be significantly reduced and the course could be conducted in your preferred language out of available COMFAR language versions.
