ITPO China (Shanghai) was established in 2001 under an agreement among the Shanghai Municipal People’s Government, MOFCOM of China and UNIDO, which aims to promote both inward and outward investment and technology and introduce them to other developing countries and transitional economies.As one of the ten ITPOs, UNIDO Investment and Technology Promotion Office Shanghai (ITPO Shanghai) was established in 2001 based on an agreement between the Shanghai Municipal Government, Ministry of Commerce of China and UNIDO. The mandate of ITPO Shanghai is to promote both inward and outward investment and technology cooperation, and to achieve an inclusive and sustainable industrial development, by taking advantage of UNIDO global network and headquarters' resource.
Over the past 23 years, UNIDO ITPO Shanghai has facilitated the successful organization of high-level conferences such as the UNIDO Bridge for Cities Event, the Hannover Messe in Germany, the Global Manufacturing and Industrialization Summit (GMIS), the United Nations Conference of the Parties (COP), the Vienna International Energy and Climate Forum (IVECF), the China International Import Expo (CIIE), the World Artificial Intelligence Conference (WAIC), the China (Shanghai) International Technology Fair (CSITF), the Shanghai City Promotion Conference, and the China International Industrial Fair (CIIF); to realize the docking of technology projects, establish SJTU-UNIDO Joint Research Institute for Inclusive and Sustainable Industrial Development, and launch World Industrial & Innovative Technology Cooperation (WiiTs) Initiative, promoting the global application of sustainable technology; to carry out the capacity building activities, incl. China Urban Development Zone/Theme Park Operation Advanced Seminar, to empower impact investment. With outstanding achievements in investment and technology promotion, the UNIDO ITPO Shanghai team has received many international honors.
Our Services and Approach
● Implement the two-way investment and technology advisory platform (ITAP) to strengthen global partnerships; open up global information channels for investment projects and technology promotion through the UNIDO Global Call; and promote investment and technology application through innovative accelerators and demonstration bases.
● Introducing international standards and frameworks into China, and supporting the local green and digital transformation and enhancing regional business enabling environment (BEE) and investment competitiveness, through “Sustainable Industrial Parks Initiative”, “World Industrial & Innovative Technology Cooperation (WiiTs) Initiative”, and “UNIDO Global Alliance on Artificial Intelligence for Industry and Manufacturing (AIM-Global)”.
● Carry out capacity building activities around the knowledge sharing center for industry synergy, the empowerment center for impact investment, and the roadshow center for technological innovation projects’ business matchmaking, so as to serve for the staff of investment promotion agencies (IPAs) and equip young talents with Global Competence.

Ms. Zhao currently serves as Head of UNIDO ITPO Shanghai. She previously served as the Vice President of Shanghai Harbor City Development Group and as the Deputy Chairman of the Board of Shanghai Lingang Sci-Tech City. In her previous career, Ms. Zhao also served as General Manager of the Business Promotion Center of Shanghai Zhangjiang Group and as General Manager of Shanghai Zhangjiang Investment and Entrepreneurial Consulting Co., Ltd.
